We are designed to meet the educational needs of the primary and community care workforce, and bring together NHS organisations, community providers and Local Authorities. What We Do We are Rochdale Borough Primary Care Workforce and Education Locality leads. We work in partnership with local education providers, especially Hopwood College, Rochdale College, Rochdale Training, Salford University, Open University and Greater Manchester Training Hub. We are approved as an At Scale learning environment by NHSE. We work with all local education providers to promote careers in primary care, and we are starting to scope out into Social Care. OUR KEY GOALS for 2025/26 Support the primary and community care workforce with a single reliable source of information on education, supervision and development, for all professionals at all career levels. Understand the needs and ambitions of primary and community care organisations to grow and develop their workforce. Create opportunities for lifelong learning in primary and community settings. Grow a faculty of educators and supervisors across the professions. Manage access to education and training funding for primary and community professionals. Introduce and help to embed new roles in an evidence-based way.

What We Offer HMR Primary Care Academy (HMRPCA) offers a variety of learning and development opportunities for the primary and community care workforce in Heywood, Middleton and Rochdale. These are centred on placements, workforce planning, recruitment, new roles, retention and some place-based tariffs from NHSE. We are working on the accompanying pages, which describe each of the core functions in more detail and how we are delivering against each of them. A brief summary of each can be found below. Placements We deliver placement opportunities for students in primary and community care settings. This includes those looking for school work experience up to the post-graduate level.  We also support staff to develop the mentoring and supervisory skills needed to successfully manage student placements. This includes collating workforce data and developing workforce planning strategies. Our focus in 2023/24: Working with primary and community care providers to create workforce investment plans for every PCN Understanding the learning and development needs of the primary and community care workforce through a Training Needs Analysis survey Establishing communities of practice (peer support networks) for different job roles Evaluating the introduction of the GP Assistant across the Midlands and establishing a second cohort of trainees Facilitating access to the apprenticeship levy which fully funds apprenticeship training costs New Roles We are supporting the rollout of the new roles within primary care that are highlighted in the Additional Roles Reimbursement Scheme (ARRS). RESOURCES FOR THE NEW ROLES Retention We are developing strategies for retaining the skills and workforce. Rochdale Health Alliance (RHA) was established in 2016, by GP practices from across the Rochdale Borough. ​ Our Vision: To work collaboratively with members, partners, and stakeholders to improve care and health outcomes for patients To sustain the future of local Primary Care Practices To be representative and supportive of all practices and lead the design and delivery of new ways of working - Ensuring local GP services are at the heart of the integrated system. Rochdale Health Alliance Rochdale Health Alliance (RHA) was established in 2016, by GP practices from across the Rochdale Borough. Our Vision: To work collaboratively with members, partners, and stakeholders to improve care and health outcomes for patients To sustain the future of local Primary Care Practices To be representative and supportive of all practices and lead the design and delivery of new ways of working - Ensuring local GP services are at the heart of the integrated system. We have 31 member practices across Heywood, Middleton and Rochdale and have a dedicated tea m on hand to support practice needs. Our dedicated team has expertise that can provide support and expertise in finance, HR, communications, project management and strategy, and our aim is to ensure we share our knowledge to help our members improve their resources. RHA currently supports 6 Primary Care Networks with back-office support such as finance, recruitment, contracts, employment of ARRS staff, training and development as well as providing services such as the mass COVID vaccination programme for patients throughout 2021-2022. Our Network Support Managers and Officers work collaboratively with each of our PCNs to understand their individual needs and create a bespoke level of support for them all. Heywood, Middlet on and Rochdale Primary Care Academy is an integral part of RHA and develops the primary care workforce, in order to facilitate the recruitment and retention of well-trained and motivated staff. RHA currently provides the following services which provide additional access to general practi ce appointments: In Hours Same Day GP Appointments Service. GP Practices are under extreme pressure and appointments can be difficult to get due to this. To try and support patients who after a triage at their own practice, can be booked into one of these appointments so that they are seen on the same day if clinically required . Enhanced Access RHA is commissioned by 5 Primary Care Networks to provide GP and other healthcare routine appointments outside of Practices core Hours. These appointments are generally provided between 18:30 pm and 20:00 pm and Saturdays between 9 am and 17:00 pm Sunday and Bank Holiday Service RHA is commissioned to provide a service on Sundays and bank Holidays to provide GP and other healthcare appointments on these days between 08:00 and 16:00 on Sundays and Bank holidays. Many changes, both national and local, have happened over the past 6 years and throughout all those changes RHA has adapted to ensure that the organisation is able to continue to grow and deliver on our commitments .
